What is BOLD?

There are many young children in Penang with various types of learning difficulties. These children need diagnosis by professionals, special attention and education programmes in schools and, above all, understanding and support from their parents and families.

Realizing that there is insufficient assistance and information for parents and teachers of children with learning difficulties, the Bureau on Learning Difficulties (BOLD) was launched in March 1998 with the principle objective of acting as a resource and activities centre to help bring together and facilitate communications between all those interested in learning difficulties faced by young children.

More specifically, BOLD aims to:

Organize talks, workshops and training programmes to increase knowledge about methods of identifying, diagnosing and appropriate intervention strategies for different kinds of learning difficulties
Research, publish and disseminate information on how to identify and assess learning difficulties and where to seek assistance for specific difficulties;
Engage in outreach work, including intervention activities, to increase public awareness, especially among parents and teachers, on the importance of early identification and appropriate intervention for children with learning difficulties and other special needs;
Act as a resource and referral centre for parents of children with learning difficulties and special education needs, providing consultation and play intervention/therapy sessions where needed;
Facilitate the formation of independent support groups for various types of special needs.

BOLD is a project of the Penang Educational Consultative Council under the Portfolio of the State Education Committee. BOLD's activities are funded by the Penang State Government, Penang Skills Development Centre and Pertubuhan Bunga Tanjung
